The new rookie salary scale will be a huge benefit to the dead period that we have during RFA, with typically only one or two players even being bid on in a given year. The downside to that new rookie scale is we have the potential of 96 players hitting RFA every season beginning next offseason.
Obviously not all 96 players are going to be worth tendering, so my proposal is to allow all players on RFA contracts to be dropped penalty free. This should give some incentive to dump busts before they get to RFA, saving myself and everyone else extra work when it comes to tendering, bidding on, and matching RFA players.
Essentially, if you have a rookie that busted then you can drop them without taking a 50% waiver hit. There aren't any rookies with large contracts, so the purpose behind this is really to create less work come RFA time rather than avoid teams taking big waiver penalties.
If this passes and you've already waived rookies on RFA contracts (drafted in 2020 or 2021) then those waivers will be wiped from your team page on the spreadsheet. Not sure if this does apply to anyone currently, but please let me know if you think it does.
